With the managed care penetration of the dual-eligible population exceeding that of standard Medicare members, duals are an increasingly important growth segment for health plans. This study provides the insights needed to effectively identify, communicate with, and enroll dual eligibles.

With the Pandemic, an Enrollment Jump into Special Needs Plans (D-SNPs)

DSNP enrollment


Dual Special Needs Plans are offered by managed care organizations.  They feature benefits and programs designed to address the special needs of low-income seniors and certain persons under age 65.  D-SNPs enroll both Full and Partial Duals.

During the first year of the pandemic, March 2020 through March 2021, nearly 600,000 additional members were added to these special plans.  

A key business issue for managers of these plans is the difficulty convincing eligible people to enroll.  In 2021, we estimated that over three quarters of low-income eligible persons had never applied for dual eligible status and the economic assistance it brings.
