With the Pandemic, an Enrollment Jump into Special Needs Plans (D-SNPs)

Dual Special Needs Plans are offered by managed care organizations.  They feature benefits and programs designed to address the special needs of low-income seniors and certain persons under age 65.  D-SNPs enroll both Full and Partial Duals.

During the first year of the pandemic, March 2020 through March 2021, nearly 600,000 additional members were added to these special plans.  

A key business issue for managers of these plans is the difficulty convincing eligible people to enroll.  In 2021, we estimated that over three quarters of low-income eligible persons had never applied for dual eligible status and the economic assistance it brings.
